The Syrian Democratic Social Party has received crucial information from various sources concerning a political and military initiative unfolding over recent months. This initiative could significantly shape the course of events related to the Syrian issue in the upcoming year. Recognizing the gravity and importance of this initiative, the party leadership has decided to disclose its broad outlines to the Syrian public, considering them the foremost and direct stakeholders in this unfolding scenario.
The information indicates the existence of a orchestrated agreement involving the Russian Federation, some Arab nations, Israel, and Turkey. This agreement aims to establish local governance structures in areas presently under the control of the Syrian regime. These local entities may later expand into other regions, forming either local administrations or autonomous zones. These local administrations will comprise figures associated with both the Syrian regime and the opposition, including religious leaders, tribal elders, and intellectuals from the same geographical region. They will be accompanied by security and military forces drawn from the local population, encompassing elements from both the Syrian regime and defected forces. The overall process will be overseen by Russian forces operating in Syria, with financial support from Arab countries and regional political backing.
Beyond these primary outlines, intelligence suggests the existence of pending issues whose exploration is linked to the successful conclusion of the current phase and its outcomes. These include the “Damascus” file, remaining excluded until the sovereignty stage is reached, allowing the Assad regime to maintain control. The “Aleppo” file is tied to specific agreements with Turkey. The fate of the Syrian Democratic Forces and the National Army in northern Syria, as well as the Idlib file in the northwest, will be addressed in a subsequent stage. The United States, posing a significant challenge with its forces stationed in Syria, coupled with the legal and economic barriers from sanctions imposed in collaboration with the European Union, requires negotiation and collaboration with Arab and regional countries to facilitate the project.
In the Syrian Democratic Social Party(SDSP), while underscoring the pivotal role of our people, their elite, and dynamic forces in shaping the resolution to the Syrian issue, we present our interim assessment of the potential political plan in the following points:
1. Any initiative leading to the withdrawal of foreign forces from our country is welcomed, provided that this principle is inclusive and does not exclude any party.
2. If a guarantor or sponsor is deemed necessary for a solution to the Syrian issue, we reject its confinement to a single party or a group of allied parties with shared interests. Such an arrangement risks imposing a form of guardianship unacceptable to the Syrian people. We, therefore, call for any alliance or agreement to involve relevant entities such as the Arab League, the United Nations, the European Union, and the United States.
3. We firmly reject the notion of treating any proposed arrangements by Russia (such as the Russian constitution for Syria) as enduring or legitimate conditions. The constitutional legitimacy should be exclusively vested in representatives elected by the Syrian people through a credible general vote.
4. It’s worth noting that the information provided to us lacks any mention of justice, accountability, or the fate of the missing. It appears that this aspect is intended to be swept under the rug under the guise of “settlement and reconciliation,” a notion we outright reject. We emphasize that no political deal or settlement should compromise the rights of the victims to seek justice.
5. We categorically reject any arrangements that sideline the displaced and refugees, who make up nearly half of the Syrian population. We insist on their active inclusion in any ongoing preparation process.
Within the Syrian Democratic Social Party(SDSP), we have exerted maximum effort to meticulously verify the credibility of the information before presenting it to the Syrian public. We can assert its accuracy to a significant extent, and we anticipate its ramifications becoming apparent in the latter half of this year. Our disclosure of this information serves as a rallying cry for political forces, societal entities, elites, and Syrian political figures to delve deeper into research, verification, and proactively formulate nuanced stances. We call upon international, regional, and relevant organizations to take note of these unfolding developments, prepare for their potential implications, and refrain from dismissing them until they solidify into an irreversible reality acknowledged in the end.
